Tunisa and Morroco can compete outright but don’t. Jordan, Egypt, Libya and Algeria could compete without requiring invitation if they joined the EBU. Technically Iran could compete as they are an affiliate but Eurovision would never invite them (and Iran would never accept competing with Israel)
