How would they track that though for private citizens? Would they just monitor Brazilian Twitter accounts and see if they keep posting after the ban or would it be something more invasive?

They’re not going to enforce it for regular Brazilians, but if you’re stupid enough to go to Twitter to insult the judge and stir shit up, be sure they’re going for you.
