ChromeOS does run android apps, but to run them well you need 8gb of RAM because both VMs run -Android and Linux.- With this implementation Android apps would run natively, and thus only requiring more ram for Linux apps in the VM they plan to add.
Yeah, phones are quite capable now. I ran a MC server just for me and some friends and it seemed fine.
I tried another server with mods and it exploded. Mine is quite small: 3GB RAM, so not much for a modded server.
I would host a lot of shit on my phone werent it for my ISP which only provides IPv4 and also puts me behind CG-NAT.

Theres one Minecraft version on IA. Its an old one but its very portable, so you can play it on your school without much hassle (assuming your school installed java 8 lol).
