Apartments in Chicago are often $1100-1300, minimum wage is $15/hour, Illinois is one of the most liberal states I can think of. Colorado/Denver is also a good choice, and maybe Pennsylvania (Pittsburg/Philadelphia) or Baltimore if you don’t mind getting paid in pocket lint.
